build error

Dear Sir,
I'm trying to build the seasat-kernal using mvn install option.
while doing that I'm getting solr connection refused error.

ERROR 16:45:11,796 (SolrEvaluatorFactory.java:run)-Failed to construct the
evaluator
ERROR 16:45:12,796
(SolrTokenEvaluator.java:query)-java.net.ConnectException: Connection
refused: connect

Please let me now how to avoid it.

Is this during tests?
try `mvn install -DskipTests`
